p.s. there is a limit of 10 PUK tries before the SIM card would lock itself permanently.

Once locked, you can't use the same SIM card anymore ya. If that happens, you (the registered owner) need to get a SIM replacement (same phone number) at one of our outlets with RM10 of charges.

Cannot, embiakbait. That means, your SIM card is not active to receive the signal. Hence, no calls and SMS can be received.
