hi I am digi user also.
definitely, we got the right to raise the issues to MCMC, of which, i did too.
however, to get your refund faster, why not, you contact the content provider directly.
This is what i did when i kena such some time back, of which, the charges refund, after i talked to them, instead of digi.
Digi may not directly involve, but if they do share revenue with content provider, i am sure Digi can be a reponsible biller also to us as user! Sustainable and reporting, i am sure Digi knows what it means....
