Mobile data issue

I am subscribed to Digi 90 Postpaid plant, which provides me with 60GB of normal data quota and 100GB Monthly Youtube data. I am facing two issue recently, which did not occur in the past:

(1) My data plan renews every 1st of the month. On average, I use around 20-25GB of normal mobile data per month. The exception was March 2020, where I had used 41GB of mobile data. However, since 1 April to 9 April 2020, I have only used 9.45GB of data, and suddenly, my entire mobile data has showed a balance of 0GB. I am now unable to go online. Do bear in mind, my normal mobile data is 60GB. What has happened here?

(2) I stream Youtube  often from my phone, but it seems like instead of utilizing the 100GB monthly Youtube quota, it tends to draw down on my 60GB normal data quota instead. How do I ensure that it stops doing this.
