I'm not working with Digi but I think I can answer your question here.
It's not just Digi that you are required to reply the SMS but it is a standard procedure happening to all network in Malaysia. Unfortunately, yes, you may need to ask someone in Malaysia to help you with this. What I know is that they need your confirmation on terminating the current service provider, if I'm not mistaken.
After replying the sms, your current service provider will terminate the service and only when that happens, you change your sim card to the new service provider.
