Yes. To enjoy VoLTE, you need to be a 4G LTE network subscriber. Thus, you need USIM simcard for your phone.

How do I know my simcard is USIM or not?

You can send SMS “LTE <phone number>" to 20000.  If your sim card is the USIM type, you will receive the message below:

Where can I replace my current sim card for a USIM?

At any Digi store. Find a store near you.

Hi DiGi,

I am using Google Pixel XL. I saw digi app showing that my card is Volte enabled. However I cant use on my phone. Would it be possible for us to use it?

Hello DIgi,

I am using Xiaomi 10T Pro and a friend of mine the same (and also Digi) is able to use voLTE.

However, I am not able to use although already turned on for my phone.  Also checked as above that my sim is USIM.
