 i tried to add digi billing to google play but an error occured: "Can't verify your account. Try again later[OR-DVASA2-03]"

If you are using dual SIM phone, put only Digi SIM in slot 1. Then go to Play Store app settings, give it permission to use messaging. These would be the common solution if Play Store could not verify when you want to add Digi billing.
